The Starfighters of Sim Skunk Works are great, but there are some disappointments so far.
They included a fake TACAN receiver, that receives only VOR signals in the FS2020 enviroment but doesn´t show any TACAN station. Only VORTACS are working this day.
To overcome this failure you can load the data of the most important air bases in Germany for Luftwaffe pilots to your INS. You can safe 12 stations. Check your manual how to align and navigate with INS and PHI in the 104.
I sorted the air bases from South to North, except the first 3 (my home base ETSN on 1 and ETSI at 2).
You have to copy my PHI file to your 104 folder (within your community folder), should look like:
simskunkworks-aircraft-frf104g/data/phi-files
If you want to load this data set on startup you could edit with notepad within that folder the active.phi and change it from default to Germany.In3.
Here is the list of the stations, the altitude is not corrected from the default ones, but that doesn´t matter:
